New Islamabad airport: CAA guideline pushes housing schemes into tight corner

RAWALPINDI, June 26: The existence of housing schemes in the vicinity of the new Islamabad International Airport at Pind Ranjha near Fatehjang has come under severe threat as the project management has notified that development of any such scheme would now require its prior approval.

The Civil Aviation Authority (CAA) has advised all housing societies to submit applications for No Objection Certificate to the New Islamabad International Airport project director, together with geographical information of the society and the proposed building map.

Constructions in any housing society within a radius of 15km of the under-construction airport, which were carried out without prior approval of the project management, would be demolished and the CAA would not hold any responsibility, a CAA public notification said.

The Civil Aviation Authority has taken this step to ensure safe air operation under the National Airfield Clearance Policy.

The authority intends to make the air space around the new airport, which is the first ‘green-field’ airport in Pakistan, safe for aircraft landings and take-offs.

Solid waste and garbage always attract wild birds and the new CAA measure is to bound the housing societies to ensure maintenance of air and ground environment and scientific disposal of solid waste and garbage that would be generated once areas around the new airport would turn into populous residential and commercial localities.

The CAA has already erected the parameter wall around the area of new airport, which is envisaged to be a modern landmark structure. The new airport site covers 3,200 acres which were acquired by the CAA in the 80s.

Scores of housing schemes have been developed near the new airport and more are emerging. Housing schemes owned by government, semi-government organisations and departments and private concerns started to develop on a vast area starting from Tarnol up to Fatehjang much before the construction work on the new airport began.

APP ADDS: Construction work on the multi-million dollar airport has entered the second phase.

According to sources in the Civil Aviation Authority (CAA), the second phase includes construction of runway, taxi way, emergency runway, apron and airside infrastructure.

A contractor, who was issued a Letter of Acceptance by the CAA, had started moving in the required machinery, the sources said.

They said in the first phase, the site for the terminal and the runway was prepared through compaction process.

The project, which is scheduled to be completed by the end of 2010, would offer international standard facilities to 6.5 million passengers annually, besides handling 100,000 metric tons of cargo.

At the new airport, a sprawling piece of land has been earmarked for commercial activities like Duty Free Shops, hotel and convention centre, food courts, and leisure and recreational facilities.

University Town Rawalpindi

I am in overseas,in north america.I have a plot in University Town Rawalpindi near new airport.Kindly let me know if this town has got NOC from airport authosrity or not?/.University town is not giving a clear answer???

University Town

I think University Town is just outside the limits set by the CAA (15km) and therefore should not have a problem with obtaining an NOC from the CAA. They have already received an NOC from the RDA. I'll check and find out about the CAA and post back here in a few days but this issue popped up during the initial NOC meeting in the RDA and they did obtain the necessary clearances so don't worry too much about it. It is on the other side of the Lahore-Peshawar Motorway aswell directly opposite the Supreme Court scheme. The ban is primarily for the likes of Tops City and Mumtaz city and the numerous others that popped up and didn't obtain any clearances from the relevant authorities.

I invested heavily in University Town three years ago during it's primary launch They duly received the NOC from the RDA and have been carrying out development work at the site since then. I still have quite a large number of plots in this
scheme and think it is one of the best low cost investments in the area.

They recently signed a contract with Star Marketing to market the remaining
plots at current market prices and they have received a great response so
far since it is a very low price for regular plots in the area. I have many
investors in the USA, Canada, UK and Europe who have purchased in University
Town and I still recommend this scheme for it's price, location, potential
and for the honesty of the management running the society.

You provided very valuable informations.I have paid them over 50 percent since last 3 years but was scared to pay them rest.Because they have dual problem of getting NOC from CAA(ministry of defence) and CDA( Dealers in Islamabad/rawalpindi are saying that the site of university Town is a future site of H-18 from CDA and H sectors are reserved only for educational institution . While CDA website notice says that No housing society will be permitted in any H sector ,incuding H-18(University Town site).

These real facts show that since University Town is within 15 kilometer of new airport.How can they get NOC from CAA(Ministry of Defence)

Thank you for your kind comments. The following 5 points apply :

The CAA issued a similar warning a few years ago before they began construction work on the new airport.

Any approvals from the necessary authorities SINCE that time, required authority from the CAA also.

University Town received their approval AFTER this from the RDA and thereby they also received approval from the CAA since they made no objections to UT being granted permission and having their layout approved.

The CDA has not issued any warnings against University Town which they would have done immediately they started their marketing campaign.

Star Marketing is conducting a huge worldwide marketing campaign which they cannot do without the necessary NOC's. Their 4km probably means from the beginning of the access road or the boundary of the 3200 acres of land that the airport authority acquired, NOT from the actual airport, but either way it makes no difference to the approvals process which UT have gone through to get their layouts approved.

Also, just confirmed with Akbar sahib at University Town head office.

Me: Do you have an NOC from the CAA?
Akbar: We don't need an NOC from the CAA because we are outside of the limits that they have specified.
Me: Star Marketing have put you within 4 km and the CAA specifies a 15 km limit.
Akbar: We have already confirmed that we are outside the limits and the CAA has never approaced us or given us any notification and they were involved in the RDA NOC approval process.

:) I'd say buy some more plots in University Town !!

The article you have quoted is the one that I was referring to in the previous post when the CAA was about to begin and had issued a tender for the airport and notified the RDA, CDA, MOD etc of thie plans. University Town received clearance AFTER this from the RDA which had to submit all necessary details to the CAA. The RDA MUST have received clearance from the CAA prior to being able to issue a No Objection Certificate (NOC) to University Town.
The CDA is VERY active these days...as soon as any society or scheme advertises even once without the necessary permissions, the CDA immediately issues a notice in the national press telling people that it is not legal and they haven't done this in the case of University Town.

It is also necessary to obtain an NOC from the SEC in order to advertise any scheme and they only issue one if the Company/Society is legally registered, up to date on all their financial affairs and has all the necessary papers. Advertisers and Marketing companies are strictly told to enforce this and face heavy fines if they do not seek the necessary approvals.

Thanks MDMM for raising this issue here. I am sure it will help many other friends also in taking right decisions. It is very hard to earn money but it is even harder to safeguard hard earned money and invest it at the right place. The way you are doing research is an example for other overseas Pakistanis. Sorry, I've been busy with the website. MDMM definitely deserves respect for the tenacity with whcih he has researched this issue and I truly do wish that all buyers would research their purchases BEFORE they buy (and let us all know what they find out !! ). This would definitely stop the many stories of woe from people who have lost their money in scams.

Upshot is that University Town are saying that they do not need an NOC from the CAA as they are outside of the limits but if they are required to get one, then they will. They have however sold out all the 700 plots that they authorised Star Marketing to sell.

When It comes to investment ,legal documents are needed rather than assurance that society have all legal documents.
Ministry of Defence , CAA and RDA have issued very clearly that above societies can not do buissiness without NOC from both of them not just one of them.Both never issued any order that University Town does not need any NOC.However some societies got NOC who made/fullfilled all legal requirements.these are Top,Mimtaz etc etc.
Best thing for University Town is to get NOC by legal way..

RDA declares Lake Vista Housing Scheme illegal..Staff Report
RAWALPINDI: Rawalpindi Development Authority (RDA) has declared Lake Vista Housing Scheme fake and submitted an application against the scheme owner in National Accountability Bureau (NAB).
Nauman Dahir, RDA spokesman, said Lake Vista Housing Scheme was located under the jurisdiction of RDA but it illegally got approval from Potohar Town. He said the RDA had not allowed the scheme owner to carry out development work.
Dahir said the authority had also taken notice of illegal issuance of plots by the University Town Housing Scheme located in Mauza Bajnal near motorway. He clarified that total approved area of the scheme was 1,624 kanals and 20 percent area was mortgaged. He said the scheme had a total of 1,867 residential and 316 commercial plots and the scheme administration was not allowed to sell plots at mortgaged area.
He asked the people to be aware of illegal housing societies and avoid investing in such schemes.

if you check in CDA website there is list of socities which are working in zone 2 islamabad
i am intersted in G-17 socity (suprem court employee cooperative hosiing socitiy )
it is verry old socity but still nothing going on over there
is any idea about this society and is any one know about it when they have plane to develope and what is its future

Islamabad New Airport scheme- Royal City

I am residen of Karachi and I booked one plot and almost paid more than 50% in one of the project "PAK ROYAL CITY" claimed to be near the New Islamabad Airport in 2006. I was paying the instalments on time but since 2008 i don't have the idea about them and they are not responding on any of the phone number.

Does any body have the idea about this shceme??

Please help!!!!
